In 2003, the DC Office of the Chief Technology Officer (OCTO) determined that the District government, schools and street closures needed to be dynamically published on a centralized system by the respective agency. Prior to Filnet's involvement in developing a customized content management system, closure information was sent to a content editor and a web developer, who updated a static html page.

Filnet evaluated and analyzed Government and constituent requirements and recommended a dynamic content management system that non-technical administrative staff could use to publish up-to-the-minute District and Agency closure information. The Filnet custom-built content management system posted agency closure and closure codes to a single closure page on the dc.gov website.
The new technology behind the closures site is the key to what makes the closures page an important constituent resource. The application built and implemented by Filnet, Inc. allows each agency to post its own closure information independent of a centralized webmaster. The closure information updates appear on the dc.gov site instantaneously.
Equally important to agency staff, was the ability to update information without the need for specialized programming skills. With the interface that Filnet custom built, employees only needed to have access to the Internet and a web browser. The new system also enabled information to be cross posted to multiple city sites, which increased the value of the information to citizens, reduced redundancies and increased the work efficiency of District employees.

The Closure System developed by Filnet enhanced District Agency capability to communicate to constituents through a centralized posting system and through rapid web and email-based delivery of closure information to District citizens, employees, businesses and tourists. All of this functionality is managed by Agency administrative staff without the need for specialized training or the skills of a webmaster. Moreover, the system allows cross posting of information to extend each agency's reach. Future plans include the addition of Geographical Information System (GIS) mapping capabilities to display exact locations in a visual format.
