Chris Baltazar, President and CEO
Chris Baltazar founded Filnet, Inc. in 1996 and built it into a reputable full service
enterprise applications and technology solutions firm for government and private sector
organizations. Under Baltazar's leadership, Filnet has emerged as one of the most
successful firms in its category. Baltazar achieved an enviable level of growth and
profitability through a strong personal focus on strategic new business development,
marketing, managing profit and loss and hiring and developing key staff.
Baltazar's leadership; ability to develop and execute effective long-term strategies;
and attention to establishing and building long-term client relationships have been major
drivers of growth. His focus on the bottom-line has allowed the company to remain self-financed,
and deliver profits every year since Filnet's inception. Early-on he instituted a
people-friendly work environment to hire and retain key staff and inspire creative thinking.
Baltazar began his career as assistant to the director of Instructional Technology at
Prince William County Public Schools in Virginia. Later, he spent several years as the
creative director for Microstate Corporation. There he worked closely with clients like
Morgan Stanley Dean-Witter, Cable and Wireless, and The Bermuda Stock Exchange. Baltazar
is a member of a number of business organizations including the American Electronics
Association, Filipino Young Professionals, the Philippine American Chamber of Commerce,
and the US Pan Asian Chamber of Commerce.
Scott Prince, Chief Technology Officer
Scott Prince is a leading expert in the design of scalable, complex database solutions and interfaces for content management systems. He has extensive experience in cross-platform system administration, programming and design.
Scott has developed hundreds of web applications for content management, database management, e-commerce and system administration. His capabilities in database development range from Internet to desktop solutions, including mySQL, mSQL, MS SQ Server, Filemaker and Access. He is fluent in Unix (Linux, BSD), MacOS (OS6 -X), and Windows (3.11 -2000 Server) and programs using Perl, Tcl, C, VBScript and others.
An entrepreneur in his own right, he came to Filnet in 1999 from his own consulting company, Rappahannock Web Development, Inc. There he developed a complex proprietary solution for his biggest client, Brookstone Homes. The intricate database-driven site allows home buyers to choose from 200 different options to design their homes, including choosing a lot, floor plans and individual customization items.
